Exeunt Pakistan experts, pursued by bear

With apologies to Shakespeare for appropriating his memorable line from A Winter's Tale, I worry about the state of Pakistan expertise that is fading from the scene in key Washington policy making positions. It must be that time of the political season: the third year of a President's first term, when exhaustion sets in and weary but smart specialists head off into civilian jobs before the big exodus that follows the end of the first term. But, at a time when the United States' relations with Pakistan are being tested severely, who will fill these positions and fast, and how many of the new recruits will be able to hit the ground running? And who will establish the personal relationships in country, without which not much can be achieved in consultations with Pakistani counterparts?

At the White House, economics expert David Lipton, who knows Pakistan extremely well and knows official and business partners in the country better than most U.S. interlocutors, reportedly is heading back to the International Monetary Fund. There, his Pakistan experience may come into play immediately this summer, as the economy in that country nose dives in the wake of parliamentary opposition to a budget that attempted to introduce reform by stealth, under a single budgetary resolution. National Security Council Senior Director John Tien has departed into civilian ranks. Director Shamila Chaudhary is heading to the think tank world and the private sector. After two years at the NSC, Eric Lebson is heading to Australia. That leaves Lt. Gen. (retired) Doug Lute, who stayed on beyond the Bush years, holding down the fort -- but for how long? At the State Department, the old team the late Amb. Richard Holbrooke assembled has lost Vali Nasr and soon may lose Alex Evans, both of whom know Pakistan's politics intimately. The Vice President has lost his South Asia expert Herro Mustafa to the U.S. embassy in New Delhi. At the Department of Defense, the chief negotiator and persuader for the United States with the Pakistan military, Chairman of the Joint Chiefs of Staff Adm. Mike Mullen, is departing soon, leaving big boots to fill. And in the country itself, the Office of the Defense Representative in Pakistan will be losing both its head Vice Adm. Mike Lefever and his deputy, Brig. Gen. Mike Nagata.  Meanwhile, aid coordinator Robin Raphel is coming back to the States.

One assumes there must be someone planning all these moves and coming up with a new team that will work with Pakistan to retrieve a relationship that has come under tremendous stress in recent weeks. It is clear that the timing of these departures is unfortunate in the wake of the raid that killed Osama bin Laden, and related events. Perhaps a new team is standing by. Perhaps not. It is not clear who is coordinating Pakistan policy today in Washington, and even less clear who is willing to take leadership on Pakistan in Washington and in South Asia. But what is certain is that difficult days lie ahead for an already turbulent situation.

Shakespeare endures, Pakistan will not

If US-Pakistani relations were based upon enduring interests, personalities would not matter much. And articles like this would be unnecessary. But the US-Pakistani relationship has always been a marriage of convenience. And it has been that way because Pakistanis have had no qualms about making it so. But why has Pakistan been willing to be used?

That depends upon how one answers the following question, “why was Pakistan necessary?” Pakistanis will answer that Pakistan was necessary for Muslim security and prosperity. But it’s obvious that Pakistanis have neither, so that cannot be the correct answer. Yes, Pakistan was necessary, but only for Muslim vanity. The ceaseless quest for a chimeric parity with Hindus was how this vanity was expressed historically, ultimately leading to partition; and to a Pakistan, willing to rent itself out in return for military and diplomatic support with which to engage in brinksmanship with India. The extent to which Pakistan has been willing to damage its own social fabric in pursuit of that chimeric parity with India is really stunning to behold. From the very beginning Pakistan has been nothing but a project in Muslim vainglory, goaded on by others when convenient, but ultimately has only itself to blame.

Pakistanis face a stark choice--they can either opt for progressive change from within, or further marginalization and eventually forced change will arrive from the outside. No nation can defy the world forever, especially a weak one like Pakistan. Nukes did not save the reactionary South African apartheid regime, nor will they save the reactionary state of Pakistan.

In 1947 when Pakistan came into being , the " Nehrus" did not gave Pakistan its share of money and military equipment , saying after that after all after 6 months Pakistan will seize to exist. When "hindu bania " , attack Pakistan in 1965 they said we will do over breakfast in Lahore. When India conducted test of atomic bomb , their chief said ,now Pakistan should learn to live like subordinate ......the wishful thinking of "hindu bania " is so long

Pakistan will better off with US leaving as soon as possible, taking all its ramond davis' and zaedaris with him.

How wishful thinking trying to prove Pakistan a so called failed state....

Pakistan will overcome all its problems very soon.

But if one has to believe the criteria for failing state you describe for Pakistan, India should have been failed a long time ago..

Geo-Political Position and Trends of Pakistani Politics

Pakistan is the World’s Sixth Most-Populous and Second Muslim-Majority Country and also has the Second-Largest Shi'a Population in the World. 97% of the Pakistanis are Muslim. Pakistan has the Seventh Largest Standing Armed Force and is the only Muslim-Majority Nation to possess Nuclear Weapons. It is designated as a Major Non-NATO ally of the United States and a strategic ally of China. It is a Founding Member of the Organization of the Islamic Conference and a Member of the United Nations, Commonwealth of Nations, Next Eleven Economies and the G20 Developing Nations.

However, as a matter of fact, currently the Pakistan is hanging like a Pendulum between U.S.A and China along with many Regional and Supporting Players due to Geo-Political Position in War of Domination, because of, Communication and Energy Corridors, Geographical presence at Door Step of China at North, Central Asian States through Afghanistan at North West, Iran at South West and Arabian Sea at South. Therefore, neither the U.S.A is able to isolate the Pakistan like Iraq and not be able to capture like Afghanistan. As, this type of adventure will provoke the interests of other Players of Game, particularly China and Russia, thus, it may initiate the 3rd World War. However due to the Game of Domination between International Players, During this Decade, either the Pakistan will be The Asian Tiger with Strong Institutions and Political Parties (Most probably) or a Failure State with Strong Personalities and War Lords. (Remote chance)

As, the Russia was already attempting to reach The Hot Water but now China is also willing for it by 2030 and from 2020 China will start the Advancement towards The Hot Water and Arabian Sea, till 2020 China will Work to choose and secure the Corridors. However, owing to Chinese Role in Pakistan since 60’s, People of Pakistan trust the China as a Faithful Friend. Consequently; People of Pakistan are not ready to support any action against Chinese Interest, as they did Against Russia for Decades.

Furthermore, People of Pakistan are also fading up by the Arrogant, Autocratic, Dictatorial, Dogmatic and Tyrannical Rulers as well as Crooked, Corrupt, Dishonest, Dummy, Puppet and Pseudo Politicians, along with their Masters, Patrons and Facilitators (Mostly the PAK-US establishment). Therefore, it is a Hard Time for PAK-US Establishment and Pakistani Politicians to revise their Policy, to make it according to the Will and Wish of Pakistani People.

Pakistan is facing a Hard Time of Life due to Communication Corridor for Russia and China. Therefore, if China is ready to reach The Hot Water in near future then Pakistan will be a Battle Ground instead of Communication Corridor, primarily the region of Baluchistan and Khyber Pakhtunkhwa will happen to be the main target. If not then, it is not suitable for U.S.A to break or even reduce the Strategic Relationship with Pakistan. Because without Geographical support of Pakistan, U.S.A will lose the Control over Afghanistan and Russia will again advance towards The Hot Water. Yet any Plan of U.S.A to convert Pakistan into a Battle Ground will Force or Facilitate the Pakistan to change the camp. Otherwise, Pakistan will prefer to maintain the Strategic Relationship with U.S.A.

However, due to Geo-Political importance of Pakistan in War of Regional Domination and Psychosomatic Aptitude of Pakistani People, at any time and every type of Political Proxy Facilitation to counter the attempts of Destabilization and Insurgency in Pakistan, at National and International stage, by the U.S Opposing Players; Especially China or Russia, will burst the Situation. Because, due to Domination and Control of Opportunists, Hypocrites and Power as well as Money Hunger Persons in Governance and Politics, Public is already under threat of Administrative Victimization and Judicial Injustice along with Economical Disaster and Social Polarization.

Therefore, Institutionally Collapsed and Economically Distorted Pakistan, along with, Socially Polarized, Administratively Victimized and Politically Deprived People of Pakistan due to Terrorism, Fascism and Nepotism, as a result of Inefficiency, Misconduct and Corruptive Practices of Dogmatic and Tyrannical Rulers as well as Puppet and Pseudo Politicians in Conjunction with their Masters, Patrons and Facilitators, may Turn Out to be a Major Political and Moral Hazard for U.S.A at National and International Level. Defiantly, it will be Consequential to the War of Regional Domination, along with Control over Afghanistan.

Pakistan is not a nation

Its a conceit with borders carved by 2/3 Brits containing 4/5 nations with the majority Punjabis dominating. A country misruled by the Punjabi army. The Pushtoon are the second largest nation are are clan first, Pushtoon second and Pakistan third. They straddle the border, in Afghanistan 15 million in Pakistant. They do not like the Punjabis and are suffering from the fall out of the Soviet and US occupation of Afghanistan.

Traditional social has disintegrated on both sides of the Durand Line opening the way to extremists. among all Pushtoon. The Talebs are 100% Pushtoon but number only 30,000.. They do not like invaders whether American, Russian or Punjabi and will fight them. Toughest fighters ever as the US and Punjabis have found out.

Our forefathers has voted for Pakistan in the ref-random ( 97 % ) , this is like giving your toung or contract with some one .. Pukhtoon people don't break their contracts or forget their promise..

Pakistan is one strong nation of 180 million people. They accepts (regardless of area or local language but under one flag) the challenge of Indian hegimony in Arabian ses or highest battle ground on earth like Siachin Glacier, eye ball to eye ball against 7 times bigger enemy which is historical coward and cries to US like some cyring baby despite their size and resources.

when it comes to afghanistan, the India which have no common border or neighbour and as a country and as a government become irrelavant................they have no active participation except projects as proxy war with Pakistan by establishing 17 consulates which control terror network at AFPAK area as well as deep inside Pakistan under the shadow of diplamtic cover , nor will any active participation from them make any meaningful differnce......................with this background, the indians on these blogs , cry their hearts out to let the world (especially the americans) feel that they are of some significance too after becoming US stretegic partner and remittance of 55 billion dollars a year by outsourcing to India at the cost of American jobs........... perhaps Americans also wants India to play regional policeman role in this part of world (China Card) after their exit but this will never happen surely and may spoil whole American cost hundreds of thousands maimed and killed and upwards of ten TRILLION American taxpayer dollars.
India's participation in afghanistan is zero .....................................Indian importance in the matters of afghanistan is zero except lip service and enjoys stretegic partner status.....American planners must think wise......

Life of a Siachen Soldier, a documentary produced by Pakistan Army, won the top prize at the International Film Festival "Eserciti-e-popoli" (armies and people) held in Rome, Italy in 2009. Armed Forces representatives from 21 countries, including Argentina, Austria, Belgium, Brazil, China, Croatia, Finland, Germany, Hungary, Italy, Korea, Netherlands, Norway, Pakistan, Poland, Romania, Russia, South Africa, Switzerland, Turkey and the United States, participated in the contest where 150 documentaries were screened in different categories. This year, Pakistan Army’s documentary won the first prize in the category of training and was awarded Chief of Army Staff trophy.

Dearth of Pakistan "experts"

Shuja Nawaz's lament about the exodus of Pakistan experts from the Obama administration raises a fundamental question about the overall lack of knowledge and expertise on Pakistan, within and outside of the administration. Even a cursory survey of op-eds and talking-heads in US media outlets confirms the small number of scholars/specialists working on Pakistan. While this may have more to do with the media anointing "experts," it is clear that there are very few academic programs in the US that focus on Pakistan's politics and foreign policy. Those that do are mainly in professional schools, staffed by former government officials and a handful of scholars affiliated with think-tanks in Washington. Until there is a concerted, long-term effort--and funding--for the systematic study of Pakistan in American institutions, there will always be a dearth of on-the-ground knowledge and analysis that is so critical for informing US policy at all levels.
